Steps to Obtain Civil Invalidity: Diagnosis

Important reminder: The electronically submitted certificate is valid for 90 days. This means you must act within this timeframe to complete the application process; otherwise, the certificate will expire, requiring renewal.

Submitting the Application to INPS

The next step is to submit the application to INPS, which can be done either online through the INPS portal or by visiting a patronage or CAF. If you choose the latter, it’s advisable to schedule an appointment as soon as possible to ensure submission within the 90-day validity of the medical certificate.

If you prefer to apply personally, you must first obtain authorization from INPS to act on behalf of your child. This can also be done independently via the INPS portal.

Once you have the authorization, you can:

  1. Log into the INPS site using SPID/CIE/CNS.
  2. Submit the request for health assessment for civil invalidity, including:
    • The minor's personal details;

  2. Select the service for attendance allowance.
  3. Complete the online application.
  4. Attach:
    • Any civil invalidity report;
    • School or specialized center attendance certificate;

Family Steps to Obtain Educational Support: Certification of Invalidity under Law 104/92

This is often an overlooked but crucial step. If you do not have a functioning profile at the time of the support application, the ASL Commission will grant you 90 days from the assessment date to obtain and submit this documentation.

There are two options:

  • Obtain it for free through the local UONPIA;
  • Pay for it at an accredited private center.

In the first case, you may face long waiting lists, sometimes extending up to two years. In the second case, you can acquire the necessary documentation within 45 to 60 days, but costs can be significant, ranging from €700 to €1100.
